In order to ensure the global reduction in GHG emissions, carbon reductions need to be permanent. Permanence is considered when approving a carbon offset project such as avoided deforestation. Often, standards will require that a portion of carbon offsets issued are kept in a “buffer” account to set against any unforeseen accident, such as wildfires, that leads to a release of CO2 into the atmosphere.
